The Ministry of Finance has recently unveiled a scheme designed to incentivize honest invoicing practices among both billers and bill payers, administered by the Department of GST.
The “Mera Bill Mera Adhikaar” initiative aims to empower citizens and consumers in India to demand legitimate invoices when engaging in business-to-consumer (B2C) transactions falling under the ambit of GST. This initiative seeks to promote tax compliance during B2C transactions for both individuals and businesses across the nation.
Key Highlights:
Promotion of Legitimate Invoices: The primary objective of this scheme is to promote tax compliance by encouraging individuals (consumers or customers) and businesses to request authentic and valid invoices for B2C transactions subject to GST.
Innovative Platform: GSTN, in collaboration with M/s e-interface Solutions Pvt. Ltd., is developing a user-friendly application and portal. This platform will enable citizens to easily register and upload invoices. The innovation behind this platform will automate the extraction of essential information from invoices, including GSTIN, invoice number, invoice amount, and tax details.
Reward Mechanism: Periodically, a selection of eligible invoices will be chosen through a lottery system managed by an authorized organization. The selected invoices will be rewarded as an incentive for adhering to tax-compliant behavior. As the selection process is conducted for individual invoices, every uploaded receipt carries the potential to win, thereby encouraging citizens to upload more invoices and improving their chances of receiving rewards.
Verification and Payment: Before disbursing rewards, the Department will verify the authenticity of the invoices to ensure that only legitimate transactions are rewarded or compensated.
Achieving Multiple Objectives: This scheme serves multiple purposes, including fostering tax compliance among consumers, promoting tax consistency within businesses, increasing consumer spending, and combating tax evasion.
Implementation Timeline: The “Mera Bill Mera Adhikaar” initiative is scheduled to commence on September 01, 2023. It will initially roll out in the states of Haryana, Assam, Gujarat, and the Union Territories of Dadra and Nagar Haveli, Daman and Diu, and Puducherry.
